Authorities in China’s Guangdong Province have launched a public consultation on a proposed administrative regulation on social security, which aims to give Macau and Hong Kong residents access to social security services on an equal footing with mainland Chinese residents.
Under the draft regulation, Macau and Hong Kong residents would be able to seamlessly join the mainland’s social security system by using their home return permit or mainland residence permit. They would also enjoy preferential policies in several sectors, including transport, tourism and culture.
According to a report by Macau Business, social security departments at the municipal and higher levels in Guangdong Province would be mandated to improve social security services and streamline administrative procedures for Macau and Hong Kong residents.
At present, Macau and Hong Kong residents can participate in the mainland’s social security system and enjoy its benefits if they meet certain eligibility criteria while working, living or studying in mainland China.
Once approved, the new regulation is expected to further simplify the social security enrolment process and facilitate talent exchange within the Greater Bay Area, according to the Guangdong Provincial Department of Human Resources and Social Security.
Recently, Zhuhai authorities ordered Macau and Hong Kong residents enrolled in the city’s social security system to verify their eligibility by the end of the month and confirm their employment and residency status. This directive has caused concern among Macau residents, who fear the possible loss of their social security eligibility.
