A recent budget leak indicates that the monthly basic health insurance premium is expected to rise to 158 euros next year.
This figure comes from sources involved in the Budget Day discussions, as reported by the Telegraaf. Currently, the average monthly premium is just below 150 euros.
Each year, the Ministry of Public Health estimates the premium for the basic health insurance package for the upcoming year. For 2025, the ministry anticipates an annual premium of 1,900 euros, up from this year’s 1,792 euros.
The increase in premiums is attributed to rising wages in the healthcare sector and inflation, which have made healthcare services more expensive. These costs are being partially transferred to policyholders.
Health insurers set their premium rates based on the government’s calculations. While some insurers may use their reserves to mitigate premium increases, they have often relied on this strategy in recent years and may have limited reserves remaining. Insurers must announce their premiums for the next year by November 12.
To assist low-income households affected by the premium hike, the healthcare allowance will increase by approximately 80 euros annually, covering over three-quarters of the premium increase.
Health insurance premiums have seen considerable growth in recent years. In 2015, the average monthly premium was just under 100 euros. Further increases are anticipated due to the coalition’s plan to significantly reduce the healthcare deductible. The deductible will remain frozen at the current 385 euros for the next two years, after which the coalition aims to halve it to 165 euros by 2027.
This lower deductible is expected to lead to increased healthcare usage, which could drive health insurance premiums even higher. To offset this, the government plans to reduce income tax.
