Reflecting on the origins of the insurance crisis, Fong traced it back to the passage of Proposition 103 in the 1980s, which introduced a unique insurance structure and established an elected insurance commissioner tasked with overseeing market activity. However, bureaucratic red tape compounded by devastating wildfires over the years exacerbated the situation.
Fong highlighted the staggering financial toll of wildfires, with damages totaling $26 billion between 2017 and 2018 alone. He emphasized the need for proactive measures, such as forest debris clearance, to mitigate fire risks. However, funding delays have hampered these efforts, illustrating the challenges posed by bureaucratic hurdles.
Addressing systemic issues in the insurance industry, Fong advocated for reforms allowing insurers to base rates on scientific models and enabling risk spreading through reinsurance practices, practices currently prohibited in California. He also criticized the strain placed on the Fair Plan, designed as a last resort for homeowners, by the influx of policyholders amid the market downturn.
