New social security strategy aims to improve coverage and satisfaction

HÀ NỘI — In a bid to enhance social welfare, Vietnam is targeting a significant expansion of its social insurance coverage, with a goal to encompass 45 per cent of the workforce by 2025 and an ambitious 60 per cent by 2030. This comprehensive development strategy has received approval from Deputy Prime Minister Lê Minh Khái.

The strategy outlines key objectives, with an emphasis on incorporating informal and rural workers into the social insurance framework. The plan aims for voluntary social insurance participation rates to reach 2.5 per cent by 2025 and an increased 5 per cent by 2030.

By 2025, the strategy envisions that approximately 55 per cent of the workforce will benefit from monthly pensions, social insurance, and retirement benefits upon reaching retirement age. This figure is anticipated to climb to 60 per cent by the year 2030.

The plan further sets specific targets, intending to cover 35 per cent of the workforce with unemployment insurance and extend health insurance coverage to more than 95 per cent of the population.

An essential aspect of the strategy is to ensure a high level of satisfaction among users. The plan sets the goal of achieving a customer satisfaction score of over 85 per cent concerning social insurance and at least 90 per cent regarding administrative procedures.

In terms of digital transformation, the strategy envisions universal accessibility to online public services through various platforms, including mobile devices. Additionally, it aims to ensure that all individuals participating in social, unemployment, and health insurance possess digital transaction accounts and use the application VssID to track their insurance payment history by 2025. Moreover, 100 per cent of health insurance holders should be able to use ID cards instead of health insurance cards for medical examinations.

Looking ahead to 2030, the strategy outlines goals such as completing the national insurance database, integrating information with the national population database, and utilizing big data for monitoring public services.

The strategy emphasizes the restructuring of information systems related to social security, employing modern technology, and operating through integrated platforms that facilitate data sharing. A target of processing 100 per cent of the sector’s work records online (excluding national classified information) is also set.

Among the key tasks and solutions outlined in the strategy are the development of social security policies, innovative methods for collecting and managing insurance, and improvements in financial forecasting, investment, and risk management procedures for insurance funds.

Administratively, the plan advocates for a one-stop-shop approach to streamline procedures and improve service quality. Communication efforts will be revamped and diversified to cater to different groups of people. Organizational structure and personnel capacity will be refined to enhance efficiency.

In addition to domestic measures, the strategy also highlights a commitment to digital transformation and international engagement in the field of social welfare. The overarching objective is to elevate the sector to a professional, modern, and effective level, aligning with the vision of achieving universal social security.
